I need to know why a Centurion 3250 Generator cant seem to push enough power to push a Hobart plasma cutter?

It only gives enough to turn it on.The Plasma Cutter is the 250ci AIR FORCE by HOBART,and the generator has starting power of 3750 watts,but running watts of 3250.What kind of power do I need to make my plasma cutter mobile?
